Choosing an Open Access publisher

When choosing a publisher for your research, it is important to consider a range of factors:

Be wary of predatory publishers: these are publishers who exploit the Open Access model by charging a fee for publishing without quality control processes such as peer review and editing. Think Check Submit allows you to identify trusted publishers for your research.

Library and Learning Resources now have agreements with several publishers to promote open publishing models and make it easier for university researchers to benefit from Open Access. 

Open Access Publisher Agreements: Journals

Library and Learning Resources are working with publishers to transition to open access publishing models and now participate in several Open Access agreements which cover the cost of Article Processing Charges (APCs) as an alternative to library subscription fees, helping to ensure the latest research is openly accessible.

These agreements allow university researchers to publish Open Access articles in selected journals with participating publishers without any additional cost, or at a reduced rate. Further details of the arrangements with each publisher are outlined below.

Eligibility is usually based on the institution of the corresponding author –  i.e. the author who submits the article for publication.  If you are collaborating on a journal article and the corresponding author is based outside of UWTSD, we recommend depositing the accepted manuscript in our Research Repository.

These agreements normally cover research articles, review articles and conference papers.  Editorials and book reviews are not usually eligible.

To benefit from these agreements, always use your UWTSD email address when submitting your article and corresponding with the publisher.

Open Access Publishers

Jisc UK HE Publisher Negotiations

Current agreements with the major academic publishers for access to read and publish in journals expire on 31 December 2025, and the Jisc national HE negotiations with publishers for 2026 onwards are still ongoing. These negotiations aim to constrain price increases and improve open access to research. 

The outcome of these negotiations will determine which publishers’ journal articles will be accessible to UWTSD students, staff and researchers from January 2026, and may result in some changes to current content availability and open access publishing. Any such changes are likely to affect libraries across the whole UK HE sector. LLR will keep colleagues informed of any changes which impact University learning, teaching and research once negotiations conclude.

UWTSD participates in the Brill Read and Publish Agreement which allows corresponding authors to publish research and review articles and conference papers in Brill hybrid and fully open access journals without article processing charges.

UWTSD has a ‘read and publish’ agreement with Cambridge University Press which covers Research, Review Articles and Rapid Communications (RRR), Plus Brief Report and Case Reports article types within any hybrid and gold journals from the CUP Complete Journals Collection. Eligibility is based on the affiliation of the corresponding author. To take advantage of this agreement, please ensure that University of Wales Trinity Saint David is selected as your institution and you provide your UWTSD email address when submitting your article. Accepted articles under this agreement will normally be published under a CC-BY licence.

Please note that where research is unfunded and a university publisher agreement is not available to fund publication directly in an open access journal (gold open access), we recommend submission of your author’s accepted manuscript to the University research repository as an alternative (green open access).  This will allow your work to be available open access when the published version is only available through subscription or via a paywall.  For help submitting to our repository, visit the deposit guide.

UWTSD currently has a ‘read only’ agreement with IEEE which does not cover open access publishing.  Further information on open access fees can be found here.

Open Access Publisher Agreements: Books

Library and Learning Resources are a supporter member of Open Book Publishers  (OBP), an independent UK Open Access publisher in the Humanities and Social Sciences, run by scholars and committed to making high-quality research freely available to readers around the world.

OBP provides permanent and free access to e-books for readers with no Open Access fees (also known as Book Processing Charges or BPCs) for authors.

While we do not currently have other agreements to support Open Access book publishing, this is a rapidly evolving area so please check this page regularly to keep updated with any new information. 

The following publishers currently have policies in place which permit green open access and will allow deposit of monographs in the Research Repository subject to an embargo period.  Please note that this is not an exhaustive list and researchers are encouraged to check with their preferred publisher directly or with the Open Access team.
