REF and Funder Open Access Policies

When publishing your research, it is important to be aware of REF Open Access policy and also to make sure you are compliant with any relevant funder Open Access policies.

REF (Research Excellence Framework)

What is the REF?

The REF is a process of research assessment conducted by the four UK higher education funding bodies: Research England, the Scottish Funding Council (SFC), Medr, Wales’ Commission for Tertiary Education and Research, and the Department for the Economy, Northern Ireland (DfE).  The most recent REF assessment was completed in 2021 and the next REF is due to conclude in 2029.

There is no way to know with certainty which publications will be needed for the university’s future REF submission.  Researchers therefore need to take individual and timely action for every publication that they produce. The University’s policy requires that all research outputs should be submitted.

REF Open Access Policy

  • For journal articles and conference papers with an ISSN, you must deposit your manuscript to be made available in our Open Access Repository within:
    •  3 months of acceptance (for articles published before 1 January 2026)
    •  3 months of publication (for articles published on or after 1 January 2026)
  • Please allow at least 14 days before the end of the 3 month period for the Open Access team to process your deposit to ensure compliance.  We recommend submitting your manuscript to the Repository as soon as possible on confirmation of acceptance.
  • Readers and search engines must be able to find out about the article straight away, even if an embargo applies.
  • The full text must be accessible for anyone to read and download immediately or after the end of an embargo period.
  • Embargo periods should not exceed the following:
    • For articles published until 31 December 2025
      • 12 months for Science and Medicine (REF Main Panels A and B)
      • 24 months for Social Sciences and Humanities (REF Main Panels C and D)
    • For articles published from 1 January 2026
      • 6 months for Science and Medicine (REF Main Panels A and B)
      • 12 months for Social Sciences and Humanities (REF Main Panels C and D)
  • If your research is funded, please note REF policy is in addition to any Open Access requirements of your funder.  You must comply with both the REF and funder Open Access policies.


To comply with REF policy, make sure to Act on Acceptance – the Open Access team will check copyright and licensing conditions, create a UWTSD research repository record and make the full-text available based on the requirements of your publisher.

Funder Open Access Policies

In addition to REF Open Access policy, if your research has been funded you must also comply with the requirements of your funder.  Information about how to comply with the main research funding bodies can be found below.

As of April 2022, all research councils are subject to the same UKRI-wide open access policy, and MRC / BBSRC funded authors must fulfil additional requirements.

Overview of the new UKRI Open Access Policy 2022.

As of April 2022, all research councils are subject to the same UKRI-wide open access policy, and MRC / BBSRC funded authors must fulfil additional requirements.

This section of the policy applies to:

  • Peer-reviewed research articles including:
    • Research articles
  • Short reports
  • Case studies
  • Rapid communications
  • All review types (invited and non-invited / including literature reviews)
  • Submitted for publication after 1st April 2022, and acknowledging UKRI funded authors, and
  • Accepted for final publication in either a journal, conference proceeding with an International Standard Serial Number (ISSN), or publishing platform.

Requirements:

  • Acknowledge the source of funding i.e., funder and grant number
  • Use rights retention text on all eligible submissions. This will ensure that you can always remain compliant via the green/self-archiving route.
  • Articles must be published under a CC BY licence with two exceptions on request only: Open Government Licence or CC BY-ND.
  • Include a data accessibility statement signposting where/how a researcher can access the underlying data (see Research Data Management for advice on publishing data – especially concerning confidentiality).
  • No embargo period is permitted for green route OA where the accepted manuscript is deposited into a repository.
  • Extra page, colour or mandatory charges are ineligible for funding support and will not be covered.

Routes to compliance:

  • All UKRI-funded authors should check if their chosen journal is compliant in advance of submission. This can be done using the Journal Checker Tool.
  • Fully open access journal: publish in a fully open access journal or platform which makes the article immediately open access.
  • Publisher Agreement: publish in a subscription or hybrid journal which is covered by a UWTSD publisher agreement.
  • Transformative JournalPublish in a subscription or hybrid journal which has committed to transitioning to a fully open access journal in line with sector requirements. See here for a list of approved journals.
  • Self-archiving: Publish in a subscription journal and deposit the Author Accepted Manuscript (AAM) into the Research Repository, making sure that it is available on publication and under a CC-BY licence. This relies on the use of the rights retention text, and all UKRI-funded researchers are strongly advised to use this on every submission.

MRC / BBSRC funded authors:

Research articles that acknowledge MRC or BBSRC funding are required to be archived in Europe PubMed Central, in accordance with MRC’s Additional Terms and Conditions and BBSRC’s Safeguarding Good Research Policy.  Please act on Acceptance and deposit a copy in the Research Repository, then deposit the article into Europe PubMed Central.

This section of the policy applies to:

  • Long form publications including
    • Academic monographs
    • Book chapters
    • Edited collections
    • Trade books (where they are the sole output of the research)
  • UKRI Funded researchers signing a contract with a publisher on or after 1 January 2024.
 

Requirements:

  • Acknowledge the source of funding i.e., funder and grant number
  • Manuscripts must be published/deposited under a Creative Commons license, with a CC BY licence preferred.
  • An embargo period up to 12 months is permitted for green route OA  where the accepted manuscript is deposited into a repository.
  • If applicable, include a data accessibility statement signposting where/how a researcher can access the underlying data (see Research Data Management for advice on publishing data – especially concerning confidentiality).
 

Exceptions:

  • Exceptions may be made on request if the only publication option within a research field is non-compliant with this policy: email UKRI before submission at openresearch@ukri.org
  • Where a monograph, book chapter or edited collection is the outcome of a UKRI Training Grant published outside of the grant’s lifetime.

Routes to compliance:

There are two routes to compliance with the policy:

  • Publish a fully open access monograph that is immediately open access (the gold route).
  • Publish in a traditionally published long form publication and make the Author Accepted Manuscript (AAM) openly available on publication with no more than a 12 month embargo (the green route).  When using this route it must be clear that the AAM is not the published version.
 

Funding:

  • UKRI has introduced a dedicated fund to support open access costs for long-form publications within scope of the policy. This fund can be used towards costs to make the Version of Record immediately open access with a Creative Commons licence.  It is not available for delayed open access of the Version of Record or self-archiving of the Author’s Accepted Manuscript.
  • The open access fund for monographs, book chapters and edited collections has a two-stage application process.
    • Stage 1: the research organisation registers the output(s) with UKRI
    • Stage 2: the research organisation provides confirmation of publication to UKRI to enable the release of funds –
    • Applications must be completed centrally by the Open Access team. Please contact openaccess@uwtsd.ac.uk to make an application.  The Open Access team will need:
      • Amount requested
      • Total cost (if different)
      • Publication type (e.g. monograph)
      • Publisher
      • Title of the work
      • Author’s name(s)
      • Author’s ORCID(s)
      • Dates of applicable UKRI funding grant(s)
      • Estimated publication date

UKRI’s licensing requirements do not apply to any materials included within a long-form output that are provided by third-party copyright holders. Academic books published under a CC BY, or other creative commons licence may include third-party materials (such as images, photographs, diagrams or maps) which are subject to a more restrictive licence. UKRI considers this approach compliant with its policy.

UKRI recognises that there may be some instances where permissions for reuse in an open access book cannot be obtained for all third-party images or other materials. Therefore, an exception to the policy may be applied when reuse permissions for third-party materials cannot be obtained and there is no suitable alternative option available to enable open access publication.

 

Further guidance:

The new Wellcome Open Access policy came into effect in 2021 and applies to all primary research funded in part or whole by the Wellcome Trust.

Requirements:
  • All publications must acknowledge your funder and grant number
  • All publications must include a data availability statement
  • All publications must include this Rights retention statement: “This research was funded in whole, or in part, by the Wellcome Trust [Grant number]. For the purpose of Open Access, the author has applied a CC BY public copyright licence to any Author Accepted Manuscript version arising from this submission.”
  • Open access must be made for all peer reviewed publications: this includes articles and conference proceedings, monographs and book chapters but excludes invited reviews:

Exclusions:

 

Where to publish:

  1. Publish in a fully open access journal that is indexed in the Directory of Open Access Journals (DOAJ),
  2. Publish in a journal which is covered by a UWTSD publisher agreement.
  3. Publish in a subscription journal and make the Author Accepted Manuscript (AAM) openly available in Europe PMC and the University Open Access Repository on publication.
 

Before submitting to a journal:

  1. Use the Journal Checker Tool to determine compliance.
  2. All original research articles submitted to peer-reviewed journals MUST include the following rights retention statement at submission: This research was funded in whole, or in part, by the Wellcome Trust [Grant number]. For the purpose of Open Access, the author has applied a CC BY public copyright licence to any Author Accepted Manuscript version arising from this submission.
 

After acceptance of an article:

Applies to:
  • Academic monographs
  • Book chapters
  • Edited collections

Exclusions:
  • Textbooks
  • ‘Trade’ books
  • General reference works
  • Works of fiction
  • Collections edited but not authored by Trust grant holders

Details:

As of July 2023, the British Academy does not have an OA policy, and grants cannot be used to pay publication charges.  Our recommendation is to stay updated via the British Academy Open Access web pages.

What you need to do:
  • You must deposit a copy of your accepted manuscript in the UWTSD Repository, subject to publisher permissions. Any embargo period can be set at the point of deposit. 
  • The SHERPA  website provides details of publishers’ embargoes and deposit requirements.

As of July 2023, the Leverhulme Trust has no stipulations regarding mandatory archiving or open access publication for Leverhulme grant holders.  The Trust will fund some open access publishing costs and further details can be found at the Leverhulme Trust Funding FAQ web pages.

What you need to do:
  • You must deposit a copy of your accepted manuscript in the UWTSD Repository, subject to publisher permissions. Any embargo period can be set at the point of deposit. 
  • The SHERPA  website provides details of publishers’ embargoes and deposit requirements.

NIHR have an Open Access policy which is now in effect as of 1st June 2022.

The policy applies to:

  • Peer-reviewed research articles including:
    • Research articles
    • Non-invited reviews
    • Conference papers accepted for final publication in a journal, conference proceeding with an ISSN number, or a publishing platform.
  • Submitted for publication after 1st June 2022
  • By in-scope NIHR funded authors (see here for a list of NIHR in-scope funding)
  • Note: applicable outputs acknowledging out of scope NIHR funding should be deposited within 12 months to Europe PubMed Central (EPMC).

Requirements:

  • Acknowledge the source of funding
  • Articles must be published under a CC BY licence or Open Government Licence (with one exception on requestCC BY-ND).
  • Include a data sharing statement signposting where/how a researcher can access the underlying data (see Research Data Management for advice on publishing data – especially concerning confidentiality).
  • Articles must be deposited into Europe PubMed Central and made available on publication
    • If a fee has been paid for open access from the NIHR funding envelope, journals are required to deposit on the authors behalf.
    • Otherwise authors should self-deposit into EPMC.
  • No embargo period is permitted for ‘green route OA‘ where the accepted manuscript is deposited into a repository as the route to compliance.
  • Remember to use the rights retention text on all eligible submissions, especially if it is the sole available route to compliance.

What you need to do:

  • Before submitting to a journal

  1. Check on Sherpa Fact to ensure that your publication of choice is compliant and to see the routes available to you.
  2. Use the rights retention text on all eligible submissions to a publisher. This will ensure that you can always remain compliant via the green/self-archiving route
  • After acceptance of an article

  1. If an APC payment is required, please pay via the NIHR funding envelope
    • Note: The OA funding envelope cannot be used for any other publication costs such as colour or page charges
  2. Deposit your article into Europe PubMed Central
  3. Please also Act on Acceptance and deposit a copy in the Research Repository
